It should have been stopped then, 2000 and 2001, when a lot of residents were calling in. Everyone thought that's what you do to stop it,and it really needed to be stopped as hours and hours of that daily as routine were too much for anyone.

Law enfor.needs to explain what it did for a decade plus. It also needs to explain how the more overt harassment and stalking stopped before Det Hawkins was to receice his Keeper Days Award at the beginning of the tenth year, and why this residency was left dangling with the S/Ws still threatening to continue.

The initial Officers who made those police policies are still here.Two decade plus neighbor witnesses are still here.With regard to witnesses, generally speaking, in PR and gossip situations, it's easy to have them dance and prance for the City and law enfor. It's another thing to have to coax them for a standard deposition not to accidentally blurt out the truth, which in this situation would more than likely go that way.This decade plus is really hard to cover up except in PR and gossip situations.This decade plus situation is really over the top outrageous.And again, blaming,vilify,lying about,and slandering this residency for slick closure attempts won't work. This residency already put up with too much. There is no residency that wouldn't be complaining, a logical outcome that should have been considered by the people who made and continued this mess. Not only were the stalking and harassment by the S/Ws police protected ,but this residency had to put up with further harassment, noticeably as harassment method, when the S/Ws could send their patrol cars here for whatever they wanted. This residency was left dangling, It would have been good for this residency to know if it really was all over and could be used normally. This residency was left dangling, probably for daring to complain, or probably because an explanation couldn't be formulated to cover all that was done wrong, belligerently wrong, - or actually, -why was this residency left dangling?The anctics of the S/Ws and their protection became a regular standard routine. It was surreal that law enfor.,and the City,and certain neighbors just expected this residency to go on and perform and function as if nothing was wrong, when things were really terribly, terribly wrong as routine to such an outrageous degree.

Where's the explanation? -Aliens came into LHP and took over the minds of the inner workings of the City giving them super duper entitlement invincibility? -Not too far fetched to be used considering the rationale behind a lot of the previous statements. 1-16-12/Dirty methods/ One really dirty method was/is to get someone really upset and then to say, 'See, they're out of control. It's their fault.' This doesn't solve any problem and anyone with a brain who wanted to solve a problem would not use that.This was used by the City and by the S/Ws, a lot. That targeted harassment and stalking with trespassing, especially during the first horrific five and a half years, was really bad and vicious. Any woman home alone with children or any man watching would be really upset and mad, let alone being horrified the whole thing was actually happening anyway.The S/Ws would keep it up and keep it up for hours and hours on a routine schedule, gloating they could and would do it.This residency or anyone here could not even say stop it. The S/Ws would wait for any reaction, anyone looking at them or a mad look, and then call their police to say they were being harassed.They were always trying to make this into a two party situation.There's also a thrill in seeing someone reeling and getting upset or just getting floored and upset by the whole thing. This was along with everything else they were doing.And, it was quickly learned to not be upset when the police showed up as that would be used against you, as if displaying an upset mood meant it was your fault. (?)Again, anyone with a brain would know that was a natural reaction to that, but from the beginning, this was not handled right, to say the least.The motives of the initial Officers were in question, again, to say the least.It seemed they wanted this to escalate into a two party thing so they could say it was that. In the first really bad year,when it was really unbelievable that this could actually be taking place,and while this residency and a lot of residencies were waiting for the police to end it, I did say to Det.Hawkins that this residency was using a lot of restraint and a lot of other people wouldn't be and they would be doing something more back,and he said he would be doing a lot more back. Then you had to step back and think, was he trying to encourage this reaction so it would be a two party thing? Approx.a year and a half into all this, when Lori stood on a chair at the interior backyard fence, and screamed at me while I was inside this house,and called their police saying they were being harassed, and was still on the chair yelling at me inside this house when their police showed up,- see emails,web audio,picture-, when Det.Hawkins finally showed up,he wheeled our empty garbage can on wheels around, I was on the other side of it, and he stared defiantly at me and started waving his arms around my face across the garbage can he was on the other side of. This was really flooring. What was he trying to do, get a reaction from me so he could blame me? He did blame this residency anyway by saying moving that garbage can upset the S/Ws and that was the cause of the problem ...(?) There really wasn't any more to see about Det.Hawkins' motives and policies. That's when we had to hire an Attorney and start the Circuit Court case for help and to try to stop it all.Again, it was quickly learned not to be upset when the police showed up, especially the newer ones,as if displaying an upset mood meant it was your fault. (?) Who was instructing them -the initial Officers who made and continues this mess? So you had to try to calm down, no matter how bad the attacks had been,and try to rationally ask for help, which never happened anyway.Trying to calm down after a major episode, and they were really bad episodes, and trying not show any effects of it so you don't display an upset mood so you don't get blamed is plain weird.That's how you get a big ulcer. Anyone would be outwardly upset.At the beginning of the ninth year of all this, when this residency had already spent over $30,000.00, had gone through the Circuit Court process, saw the Sett.Agree./Injunction disregarded, the S/Ws were still protected, cleared and continuing, that deliberate repetitive cd technique was being used for hours and hours as routine, etc.,etc., I really did lose it over that $18,000.00 lien process against this residency over that fence issue which no other residency would put back up either. So that was used against me, as if displaying that upset mood could be used to blame the whole thing on this residency.................(?)

Again, anyone really trying to solve a problem would not use this method.The inner working of LHP, who supported, continued, and cleared this mess, would be really reacting if anybody did anything in any way like this to them.Then, it would be considered a normal reaction.
The inner workings of LHP who caused and continued this mess can't even put up with any criticism of it, without a big reaction and some kind of major princess fit requiring a lot of bogus statements and PR work to try to make everyone look good, which doesn't work as the whole thing was just too dumb to cover up.

'The extent of the harassment and stalking is directly related to police policy.' That statement was evident and made at the beginning years of all this. -Hawkins/Oh/Com.Lias. policies- There's always been enough wiggle room in the way law enforcement and the City defined, protected, covered, and cleared the S/Ws and all involved, for them to just continue or just start the whole thing up all over again, and the S/Ws still threatened they would. It would have been appropriate/ nice to know if the whole thing was really over and this residency could have been used in a normal way. However, it is good leverage to leave a residency dangling, especially one that dared to complain. Exactly who thought no one would be able to effectively complain? Any residency would be complaining. It is of course a lot easier for this residency since the S/Ws moved. But the people who made, continued, covered, and cleared this mess are still here, still trying to cover and clear it which really is impossible at his point, except the reality disconnect that made this mess is still evident in the handling of it currently.

Exactly how many residencies would not be complaining about the expense and time put into trying to stop all this while having to put up with it? It probably was expected that intimidation would stop any complaining but the situation had to be stopped, -wide audience emailing started at the beginning of the ninth year, the only thing that worked/works- as the whole situation was intolerable by anyone's standards. No one causing and continuing this mess could have dealt with any part of it themselves.Where's the explanation? 1-20-12.Repeat complaint/for new readers who haven't gone through the website and first Blog yet.

EDIT Subject:1-20-12/Chief's explanation 1-20-12/Chief's explanation/ The job of the Chief should be to fairly enforce the law, not cover for the initial Officers who made this mess. It would be different if he covered for the initial Officers and stopped the S/Ws but he didn't, maybe because to stop the S/Ws, it would have to be explained how they they got away with so much because of those initial Officers. The Circuit Court Sett.Agree. instated at the end of the sixth year should have finally stopped it all, but it required a police report. Just try getting a police report then in this City that the S/Ws ever did anything wrong. It was always explained that nothing happened, nothing wrong happened, or something or someone made the S/Ws do it. The Sett.Agree. also could have been deliberately disregarded and thwarted so that all this wouldn't end up in the Circuit Court system where there would be more people knowing about it all and all the years before it. Ask the Chief about obtaining police reports for the Sett.Agree. The Circuit Court Document's point was to finally try to stop it all and should have. If the S/Ws had been fined just once, it might have stopped the following years from being so bad.

One police report.-insert date-. In the beginning years, there was one nothing that could be done about it.The S/Ws screaming, banging, blasting, family fights, etc.,etc, for hours and hours, routinely and daily, was too much for three streets to put up with and too many people were calling in. So, Det. Hawkins had to do a disorderly. The S/Ws were furious and really yelled about that and upped the screaming, banging, etc. etc., louder and longer, and especially against this residency where the trespassing, harassing, and stalking was furious and unbelievable as standard routine.This really needed to be stopped. So, Det.L. Hawkins came to this residency and explained to Andy and me that this would be a repeat offense, a real arrest, and the S/Ws did not have bail money, and he gave some goofy explanations for some of the things the S/Ws had done. So nothing was or would be done to stop them. Just listen to the over five years of audio on the website that this residency and others had to put up with as a result of these police policies. Det.Hawkin's behavior was inexplicable bizarre. LHP was a crazy City at that point. If there is still any question as to Andy's involvement in trying to stop all this, please remember, he was trying to have a normal life and to also work, and you can't do both when you have to put up with the S/Ws and their cops. So I took over as I was home more and getting more of it anyway. The just wasn't any point in someone else who had tried through normal avenues to get help, being constantly frustrated by the bizarre and belligerent police policies covering the S/Ws. Anyone else who called in and complained got the same results. N.E 35 St.and 28 Ave.had a larger turnover of buyers and rentees,so the there were more complaints from there each time new people heard it all. It didn't do any good. The S/Ws were covered.

Andy refused to sell the house no matter how much the S/Ws yelled and threatened they would and could make him move. At that point, the property couldn't ever be leased out as no one would pay with the S/Ws' antics, family fights,and the targeted harassing, stalking and trespassing, which could be deliberately done so none would pay.This decade is an indelible part of LHP history and how it governed itself.

Anyway, where and what is the Chief's explanation for the decade plus and how did the more overt harassing and stalking stop at the beginning of the tenth year when Det.Hawkins was to receive his Keeper Days Award? With the S/Ws gone and the leverage of them starting up again removed, the playing field is a little more leveled as this is what the people who were protecting them had all along, and it certainly is easier.

If all that happened wasn't already enough, the unmitigated gall to blame and lie about this residency to try to cover up the mess made with this still seems to be a vehicle some people think they can still try to use.This won't be tolerated. As long as that is going, on criticism should be expected.

The City does have the deep pocket and the press to help fend off any legal action. However, reimbursement and damages are expected. The inner workings of the City who made this mess would expect that if this happened to them. Who actually would want to have to pay for all this? 1-23-12.LHP City Clerk Jennifer Oh: What is Mayor F.Schorr's statement on reimbursement and damages for this residency regarding the decade plus LHP situation? This residency was forced to spend over $30,000.00, go through the Circuit Court system, obtain a Sett.Agree./Injunction which was disregarded by the City, put up a website and blogs, and wide audience email starting in the beginning of the ninth year, due to the unethical, bizarre policies of the LHPPD. This residency was also left dangling never knowing whether it was really over or not. The last Attorney correspondence with the Major regarding this resulted in a factually incorrect legal reply that the City was not responsible for the negligent acts of govt workers. Paying an Attorney to ask this is a waste of money as any goofy reply can be produced, as making something really expensive to pursue is a legal maneuver. Commander M.Oh, Sgt.C.Oh, and C.O.P. He isn't that smart or smart enough in any way to be meddling in a situation this grave with such severe consequences for this residency. He was aware of what a problem the S/Ws were for all the years before they targeted this residency, heard all the complaints about them, and watched and heard them himself before they targeted this residency. When this residency was targeted, he cut off all ties with this residency. Those ties we not overly friendly ties with a lot of socializing, just basic daily neighborly civilities which were immediately and noticeably cut. -Note:At the very beginning of the targeting of this residency ,Mrs.Silver,who had already been really upset by the S/Ws' antics among themselves for months as a new neighbor, was talking to me at the bottom of this driveway, and Mr. Kruteck actually crossed the median, walked up to her and told he she had to go home and tried to escort her, without saying one word to me while I was standing right next to her. Obvious is obvious.What was he doing? When I drove down the street and he was in front of her house talking to her, he just turned his back when she said hello.He had already approached Mr.Starr in an audible discussion in front of Mr. Starr's house about their loud screaming family fights.That approach may have been on Mrs.Silver's behalf as she was really upset and complaining about the S/Ws' antics. It's not as if he didn't know what was going on.-

After watching and listening to the S/Ws' antics for all those years, then, watching and listening to the S/Ws for all those years while they targeted this residency was for what? That was strange for anyone to be doing. At least, two other streets kept complaining as there was a larger turnover of owners and rentees.

This residency clearly really needed help.The basis for his meddling/influence is in question.The Krutecks are not more important than this or any other residency.The Krutecks are not more important than a residency with a really big problem spending tens of thousands of dollars trying to stop all while putting up with it all. What was Mr.Kruteck saying and doing for all those years and why did he pull any weight at all? This mess was a very obvious situation.

In general,the way the whole thing was handled is still in question and needs to be answered and eventually will. There are no residencies that would not be complaining about putting up with all this.Who thought no one would not or could not complain? Who was running the City? To be continued:

Complaints have already been made about the mayor's wife meddling into this matter. Theses two people should not be meddling together.What is it?- everyone's civic duty to make sure this residency got harassed and stalked into oblivion, and to make sure the S/Ws got all the help to do it? There needs to and wll be a thorough investigation, not an agenda based one with everyone running around in circles trying to cover their tracks for something that never should have happened in the first place.There are no residencies that would not be complaining about the expense and putting up with all this -no matter how much the people who caused this and the meddlers still try to say it can be gotten away with.

2-7-12.Remember the issue. Please be reminded,the S/Ws' targeted harassment and stalking started Dec.99 and they did not move until the end of Dec 11. And please be reminded of the years and years before that, of the S/Ws' horrible, screaming, lengthy, routine family arguments and fights just among themselves, a lot of that while they were trespassing on this interior property going back and forth from the back to the front of the property. With everyone running around in circles trying to cover their part with all this, it is important to remember WHAT REALLY HAPPENED AND WHAT ALL THE COMPLAINTS ARE REALLY ABOUT, NOT WHAT EVERYONE INVOLVED WITH THIS IS SAYING ABOUT THEMSELVES! -their 'very important' selves.They are not more important than the big problem they messed up and made worse.
If it weren't for the wide audience emailing started in the beginning of the ninth year of all this, the only thing that worked/works, ................................This situation remains unresolved.
